                                                          Senior Contracts Manager


JOB SUMMARY:
Responsible to provide contract/subcontract administration and proposal support including cradle-to-grave contract administration, ensuring compliance with procurement practices. Responsibilities for this hands-on position include drafting and negotiating subcontract and subgrant agreements; managing competitive bidding and contract close-out; and drafting, negotiating, and reviewing documentation for all contracts, modifications, and RFPs.
 
ESSENTIAL JOB DUTIES:    95% of time
  • Ensures procurement practices are in compliance with Federal grant and contract requirements and assures procurement personnel are complying with established procedures concerning competitive bidding, small business and minority contracting, and OMB Circular  A-122, A-133, andA-110 compliance.
  • Provides certifications, clearances, approvals, and documentation required for all contracts and contract modifications.
  • Provides contract close-out documents on a timely basis.
  • Advises Principal Investigators and researchers regarding meeting contract requirements, understanding contract terms, and providing necessary budget changes and justifications.
  • Drafts and negotiates Foundation contracts and subcontracts .
  • Drafts or reviews Request for Proposals (RFPs) to ensure that Federal requirements, prime contract provisions, and the Foundation's best interests are met.
  • Provides operational requirements to support the Foundation’s Electronic Business System
 
 
NONESSENTIAL JOB DUTIES:    5% of time
8.    Completes other projects as assigned.
 

JOB SPECIFICATIONS:
 
Required Knowledge, Skills, and Abilities: Knowledge of grant, contract, subgrant and subcontract administration; FAR/DFAR knowledge a must; knowledge and use of contracting software (Oracle Financials, preferred); excellent communication skills; ability to manage multiple tasks
Simultaneously, to meet deadlines, and to interact well with team members and customers.
Minimum Education/Training Requirements: Bachelor's degree in business or business-related field required; Master's and/or NCMA, CPCM or CACM certifications desirable.
 
Minimum Experience:  10 plus years contracting experience; 5 or more years supervisory experience

Required Licenses, Certification or Registration:
NCMA, CPCM or CACM certification preferred
Supervisory Responsibilities/Controls: May provide supervision to the Contracts Assistant and Subcontracts Managers
