Contracts Specialist

Responsibilities:
-    Plans, develops, and conducts program analyses of substantial scale and impact regarding complex tasks that have an impact on the achievement of clean development and climate objectives, e.g., through international programs to promote clean development and greenhouse gas intensity reduction.  Activities will involve multiple organizations within OES  and other federal and foreign governments.
-    Monitors and evaluates program implementation and performance, as well as risks to the U.S. of program failures, partial successes and unwanted side effects.  Performs long-range planning and analysis for OES programs, as assigned.  Researches, collects, organize reviews and analyze pertinent data to identify potential topics for reviews and evaluations.  Implements, and manages new and established programs.  In collaboration with project managers and counterparts, establishes criteria for evaluation of program success. Develops plans and schedules and provides rationale for recommendations.  Supports and/or coordinates inter-agency and intra-agency processes charged with overseeing the effectiveness of the program, and prepares or ensures the preparation of decision documents and other outputs required to ensure that such processes function effectively. 
-    Provides briefings and written proposals to top management officials that present, defend and/or justify organization’s programs and policies relating to the energy and climate partnerships, including regular reports to Congress.  Prepares diplomatic, Congressional and other correspondence for senior organization officials.  Reviews and develops organization’s positions on pending legislation, prepares background documentation and testimony for Congressional hearings and assists during hearings. 


The ideal candidate would have:

•    BA in a related field (business, social sciences (economics), engineering, environment), MA preferred
•    Minimum 5 years of relevant experience in one or more professional disciplines directly relevant to the duties and responsibilities of the position
•    Knowledge of a broad range of contract principles, policies and business processes.
•    Knowledge of laws, rules, policies, and regulations regarding contract administration.
•    Ability to apply basic contract/procurement laws, rules, regulations, principles and procedures.
•    Ability to analyze, interpret and apply contract/procurement regulations and principles.
•    Ability to monitor grants, Interagency Acquisition Agreements and cooperative agreements.
•    Ability to plan, initiate, organize, and coordinate activities within and outside the government.
•    Ability to manage/supervise people.
•    Knowledge of the federal and DoS budget process and USG procurement regulations.
•    Substantial knowledge of the development, administration and implementation of programs related to clean energy and/or industrial development and infrastructure in developing countries.
